in two years. both presidential candidates are watching now african-americans saw a 1% jump in the unemployment rate and latinos held steady at 11% and asian americans saw a jump at 1%. at any moment we are expecting to hear from mitt romney where he is vacationing. we are watching that. political director chuck todd joins me now from washington. the numbers might be a point that romney can hit. he does have a double-edged sword. >> this has been a rough week from him and the back and forth having to do with his view of how the supreme court ruled on health care. it has been a growing chorus of criticism that the campaign is the only focus on the economy. does he think that this is the only thing that can get him elect and get him over the finish line against the

president. the romney campaign does believe this. they believe it is all about the economy. just like bill clinton in 1992, they can ride this wave of economic anxiety to the white house. you will see a more robust mitt romney today and comfortable in his talking point. whether this goes away and meat on the bone, this idea that he is not putting enough meat on the bone and the criticism on the right goes away because the numbers are unclear. you talk about a lot of poster who is think with the public this sluggish economic times is baked in. is there really a lot of people left that are judging back and forth. four more jobs report and every one of them will take on a bigger role. >> in the next four months, the question will be will we see mitt romney come forward and see the same point. is there an opportunity here for the president to change that narrative and get off of the

issues specifically on these jobs reports that don't seem to be turning the right way? >> as you see, the president yesterday hitting on the things he believes shows where he tried to intervene in the economy, namely the auto bailout and more than anything he talks about it a lot. you heard alan krueger telling me look at the growth in auto sales and the growth in the auto job market that this is what happens when the president gets involved. i will pass it back to you. richard. >> let's listen to mitt romney in new hampshire. >> the middle class families. it's consistent with what i have heard as i have gone across the country and met with families in homes and cafes and restaurants and break rooms. american families are struggling. there is a lot of misery in america today. these numbers understate what people are feeling and the amount of pain that is occurring in middle class america.

not only is the 8.2% number unacceptably high and that has been in place for over 41 months, but in addition if you look at the broader analysis of people who are out of work or dropped out of the workforce or that are underemployed in part-time jobs needing full time work, it's almost 15% of the american public. then there those that are working, but working in jobs well beneath their skill level or multiple part-time jobs. kids that are coming out of college not being able to find work. veterans coming home not being able to do anything but stand in an unemployment line. these are very difficult times for the american people. there other numbers that are troubling. the manufacturing reports of the last several weeks indicate that manufacturing is not growing either domestically or in exports as we would have expected at this stage. that's a long-term trend that is very disturbing and troubling.

the president's policies have clearly not been successful. in reigniting this economy and putting people back to work and opening up manufacturing plants across the country. the heartland industries where manufacturing occurs are struggling by virtue of policies on the part of the president that have not worked. the highest corporate tax rates in the world do not create jobs. highest regulatory burdens in our nation's history. those do not create jobs. trade policies that have not opened up new markets for american goods, particularly in latin america. those don't create new jobs. failing to crack down on china for cheating and stealing american jobs has not helped. the president's policies have not gotten america working again. the president is going to have to stand up and take responsibility for it. i know he has been planning on going across the country and celebrating what he calls forward. forward doesn't look a lot like

forward to the millions and millions of families that are struggling today in this great country. it doesn't have to be this way. the president doesn't have a plan. hasn't proposed new ideas to get the economy going. the same old ideas of the past that have failed. i have a plan. my plan calls for action that will get america working again and create good jobs. both near and long-term. it includes finally taking advantage of energy resources and creating energy jobs and convincing manufacturers that energy will be available and low cost in america. it means opening up new markets for american trade, particularly in latin america where the opportunities are extraordinary and cracking down on china when they cheat and making sure they don't steal our jobs and bringing tax rates down. cutting out the exemptions and deductions and loopholes that are unfair in many cases.

other cases we will limit the deductions so that we maintain our revenue through growth and limning of special deals and bringing tax rates down so they are competitive and attractive for jobs to come back to america. it means having a government that sees its role as encouraging enterprise rather than crushing it with a burden of new and unnecessary regulation and without regulations that haven't been cleaned up in years and years and having a health care plan that focuses on bringing down the cost and not adding new expenses and new taxes to the american people. this is a time for america to choose whether they want more of the same. whether unemployment above 8% month after month after month is satisfactory or not. it doesn't have to be this way and america can do better. this kick in the kid has got to

end. happy to take a couple of questions. . >> [inaudible]. >> i put up 59 steps for how i would get the economy going. i don't think i have seen any from the president that show what he is planning on doing. i laid out my 59 steps and take a look and i think you find them very specific. going through them one by one and taking advantage of our energy resources and opening up federal lands for drilling and the number of permits and licenses to take advantage of oil, natural gas and coal. stopping the regulations and drilling and they fair they can't rely on low cost energy and opening up new markets in latin america. the president hasn't done that. in 3 1/2 years, no new trade agreements. at the same time cracking down on china not just at the edges, but say you can't continue to

steal our jobs. how do you go across pennsylvania and ohio and not talk about creating jobs through manufacturing policies that make america more attractive for investment and growth? tax policies. i want to bring down the corporate tax rate from 35 to 25 and the individual tax rate 20% across the board. those specifics i like to see coming from the president. >> president obama said you were [inaudible]. >> i have spoken about health care from the day we passed it in massachusetts and people said is this something you would apply at the federal level and i said no. the right course is to allow states to create their own plans. the proof is i was right. obama care is costing jobs in

america. when 3/4 of small businesses say they are less likely to hire people because of obama care, the president put his liberal agenda ahead of the interest of creating jobs. for me job one for the president has to be creating good jobs for middle america americans. that's what i'm going to do. >> [inaudible]. >> what i described in my plan is a series of changes to programs and elimination of programs that save more and more money overtime. we are able to get america to balance budgets in to ten years. not the first year, but virtue of doing those things and taking those cuts, taking the pro growth and you will see the

growth pick up at 4% or better and after that i see it getting better and better. >> you criticized president obama for taking vacations. -- [inaudible] >> i'm delighted to be able to take a vacation with my family. all families appreciate the memories they have and i hope more americans are able to take vacations. if i'm president of the united states i will work hard to make sure we have good jobs for all american who is want good jobs. as part of a good job the capacity to take a vacation with their loved ones. >> you said there were a number of factors outside of your control. why is that not the case for president obama?

>> any jobs figures there going to be factors that come and go that you can't control. the things you can control you want to get right. in the case of president obama, this is not a hmongly statistic or a half yearly statistic. we looked at almost four years of policies that have not gotten america working again. we have seen the tax policies have not encouraged it. obama care made it less likely to hire. we have seen his financial regulatory burden make it less likely for banks to make loans to businesses to get them start and to grow. his policies have not worked. that's not a short period of time. that's over a four-year period of time and the american people have had a chance to see whether his policies will help them and help people looking for jobs and see whether the policies are counterproductive.

the evidence is in. again and again and again. remember the president at the beginning of his term predicted that if he was able to put in place a stimulus and his other policies they would be able to keep unemployment below 8%. 41 months above 8% defines lack of success. it has been a failed series of policies. their predict is unemployment is at 5.6% and instead it's 8.2%. millions of families are struggling and suffering because the president's policies have not worked for them. i represent a very different course. i have a better path that has been demonstrated time and again over history to encourage job growth in this country. that's a very simple strategy. keep the burdens down from government and encourage the dreamers to come to america to invest in america. we do that again, you will see

america working again. thanks so much. >> governor mitt romney speaking in new hampshire in response to the jobs report that came out a matter of two hours ago. chuck todd still with us. chuck, he talked about the jobs report. he also mentioned the issue of health care. he was really trying to touch on the issues that might energize the base and the undecideds. he took eight or nine questions which he normally doesn't. >> let's start with health care. boy did he pivot as fast as he could. questions specifically about the president's charge. that was a striking charge for him in an interview that aired earlier from ohio where he said mitt romney changed his position on the mandate whether it's a tax or not due to pressure from the conservative wing of the

republican party. he basically answered the question the same way he answered for years. what i thought was right for massachusetts was in massachusetts. i never said it should be done federally. he pivots back to the economy as if to say that didn't work for me and i am not going to relitigate. a few things caught my eye in the remarks. mitt romney has to sell gloom and pessimism. the president has to sell optimism. you are seeing the two striking visions on the last ones. the president the last couple of days going through eastern ohio and today to western pennsylvania saying hey, these investments are slowly working and coming back. he needs more time to get his policies to work and mitt romney saying the policies are not working and this is going to get worse and stagnation is not going to stop. that's why you have to change directions. it's an interesting way. it's tough. one selling optimism and one

kristen welker is traveling with the president in ohio. what are we expecting the president to say? >> reporter: we expect the president to try to put a positive spin on another disappointing jobs report as he has in past months. he will likely argue that the economy is improving, but not quickly enough. you will also hear him tout his biggest accomplishments on the icon me, namely the auto bailout. that resonates with voters here in ohio. one out of five ohio residents works in the auto industry. just this morning president obama had breakfast with tire worker who is work at a good year plant in akron, ohio. this is something the community cares about. i sbrud a woman yesterday who said her daughter's job was saved and her house was saved thanks to the auto bailout. those are the stories that president obama wants to tell in the face of these disappointing

jobs reports out today. president obama won this county and state back in 2008. he is back here trying to rally his supporters and trying to get the working class voters on board. the voters still on the fence. from here he heads to pittsburgh, pennsylvania. >> nbc's kristen welker with the president expected to speak if n about 20 minutes. stick around for that. mark zuckerman is the chairman of world report and "new york daily news." president of the american action forum, thank you both for being with us this morning. mort, i want to start with you. 8.2%, that stays the same, but it did not meet many of the economist estimations of 90,000. it was 80,000. it was middling. >> middling is not the word. it's disappointing and not near changing the unemployment

picture in the country. i have to say on these issues which are basically fact and how many people are unemployed and how many new jobs are we creating? this had a series of failed policies that were predictable from the beginning. i'm sad to say. you take the health care bill that the president is proud of, but two studies, by ucla and one by the university of chicago. that regulatory uncertainty that means company dos not what it will cost if the bill goes through with a loss of two million jobs. every company that has 50 employees or more is going to have to increase their health care commitment that is going to result in $75 a week. $1.79 an hour for a 40-hour week for every employee. this is a huge cost to throw on to the american economy at this particular time. >> on the flip side, the analysis said this is a net positive for the economy.

small business owners that have 49 head count and below said much of what we are seeing with the affordable care act will not necessarily adversely affect them. >> you said 49 and below. the fact is that a heck of a lot will face a huge cost. you have done a huge number and 50% of the jobs are part-time. why are they part-time? the companies there are not responsible for health care benefits and retirement. it is shifting the focus of the american economy at the exact wrong time. we are losing manufacturing jobs and not even doing what we have to do to create the jobs in the science and engineering. we need a huge program to go forward. >> the chairman of the president's council talked about the numbers on "the daily rundown." listen to what he had to say.

>> recoveries don't move in straight loins. we will have some quarters that are stronger than others. if you step back, we see that the economy added jobs every month for the last 28 months. we added private sector jobs with 4.4 million over that period. >> what's your reaction to that? >> this is part of an ongoing attempt by the administration to say these bad numbers are just the new normal and what is to be expected in the circumstances and the public doesn't need to be disappointed. we saw them push aggressively the notion that the private sector was fine and the problem was really state and local governments. the facts are over the course of his term the public sector is bigger and private sector is smaller. the president will try to make them look as good as possible and turn and attack his opponent. for the americans on the ground, the jobs are not growing fast enough and inside we haven't seen income growth. even those with jobs are not

getting better off and we need to do better. >> the argument might be made that we hit the bottom and continue to see growth. we have seen that hockey stick and it went to the bottom when we hit january of 2010. first parts of 2010 starts to come back up. is that argument relevant when we look at the growth from that period until today. we are seeing a move in the positive direction. >> it is to be expected that the economy said mort makes a great point about the health care reform. it was a distraction from the point of view and an anti-growth piece of legislation. it reflects a real weakness of the administration. a commitment to growth is a philosophy that said at key moments we will decide in favor

of growth and in favor of growth and not following the agenda. the administration leaves the growth as a bill. if we can get the bill through congress. we are seeing the results. >> to you on this, when we look at where we have been recently. you are at the ideas festival and you worked on issues and talked about the tax code and infrastructure spending as ways to boost the economy. how might that work and we look at how we might move forward in a good way. >> we have a huge shortage in terms of improvement to the infrastructure whether it be highways or rollers or ports. there is an absolute national need to do that. that will produce not only the dollar for dollar, but a multiplier effect. that was one of the problems. the multiplier effect was not built in. i also agree and a lot of people

agree that eliminate a lot of these unfair privileges in the tax rates. that will help the consumer who will be having lower rates and the business community. those are two things that should be done. thirdly i would focus on what we call stem education. science technology and nrnling and mathematics. we have a short shortage and that's the expanding part. the blue collar manufacturing, we are much less competitive compared to the rest of the world, but where we should compete is where we always compete and succeeded and that is in science and engineering and mathematics. very little in the way that would help with the industries of tomorrow. >> appreciate it. >> what happens when a presidential candidate and billionaire super pac fund-raiser gets together? mitt romney is set to mead with david koch. details ahead. to a little girl who saw flames reach her home

recovery there is growing hammering that the former governor has not been specific enough in outlining what he would do differently. the washington bureau chief for the washington sun times and msnbc analyst ezra kline. a wall street editorial said the romney campaign is slowly kwanderikwand scannedering an historic opportunity and in a clear way. >> i think it does even if the "wall street journal" had not written that editorial. we just heard mitt romney outline a plan for his economic vision and it still had specifics, but nothing that would let a person know if they are looking for help right away. what the romney plan would do. he also has not talked about what he plans to do if obama

care is repealed. he has a lot of details to fill in to replace it. that is a soft spot in the mitt romney campaign. they are working at their own pace on filling in the blanks. they don't like to be pressured by outsiders, be it the media or critics. >> he mentioned his 59-point economic plan we saw moments ago. does he need to simplify this and as was said by lynn, offer more details about what he wants to get done. >> he uses a 14 points and has to be a lot there. it's interesting that they film in the news conference and he would crack down on chinaa and try to do more trade opportunities in latin america and cut the corporate tax rate. it is hard to see short-term job growth coming out of that. you can make an argument about that, but not short-term.

the president doesn't have a plan. the president has the american jobs act which his legislation is more specific than what romney released. the argument that romney should be bringing out in the way of specifics founders on the fact that his specifics don't end up being that popular. what the wurm editorial wants is massive corporate cuts in their taxes. it's things that are hard to say how they will translate into jobs right now and when you get with the kind of debt reduction they are looking for begin to turn ought swing voters. >> to that point, they are at a point that it needs a shake-up. with eric fern strom and his points and the flip flop or avoidance of the flip flop, all of these things coming together is a shake-up. is that what is needed here? >> i think you could get more communication people, but you could get more messengers. isn't the issue what is the

message as we have been discussing? that is those critical swing voters and the battle ground states. they want to probably hear someone that will make them persuaded to vote for romney. i don't think it's having the flaps over what eric did or did not say about whether or not the obama health care penalty is a tax or a penalty. the most people are looking for other things to hear. that's the issue with the campaign and sure, campaigns always need to fine tune. even during the obama primary, he had troubles going around. they held firm and had a plan. the issue for romney is that he has a plan and he is holding to it. he has trouble making adjustments on the run. that probably does have to be addressed. >> issues to a plan that he is trying to communicate well. ezra, let's talk about the

shake-up or possibility of a shake-up. is that what's needed? >> i don't think so. i don't think there is anything that wrong with mitt romney's plan. a month or three weeks ago i was on shows and reading articles about the obama campaign and nothing was working and the democrats were attacking them on bain and the poll numbers don't go down. they stick to what they were doing. the mitt romney campaign is in terrible trouble and they need a shake-up. particularly after this jobs report came out, we are about to see what we will begin calling a more effective romney campaign with a reality that is more conducive to romney's campaign. we tend to call for shake-ups on little evidence. they have a plan and these are campaign professionals and a reason they have chosen that plan, but the idea that doing course corrections every couple of weeks doesn't strike me as a persuasive way to run the races. pa. >> thank you so much. have a very good friday. >> thank you.

top three. real quick, there jobs opening up in emerging occupations that didn't exist five years ago like social media and cyber security. there bright spots beneath the headlines. >> the drought in the midwest is a bit of a shift and related to the economy and how it might affect us. >> the u.s. agriculture is predicting that food pries will rise by 3.5% going into next year. everything from meat, margarine, milk and salad dressing is likely to cost more and we are feeling food prices are high. beef prices could rise by as much as 10% through next year if indeed ranchers lose cattle to heat stress or sell off to avoid the high cost of feed. we could be looking at meat prices to 2014.

inherited four years ago and they have been making a steady indentation in this unemployment, but especially in terms of jobs. government and private jobs and not as good as they want it, but better than it had been. >> even romney said at one point in the past in 2006, about the very issue of inheriting a downward economy. you can't turn a switch. as soon as you get elected, i cannot turn this job situation around. why might not that be acceptable here. the argument that can flip a switch and wave a magic wand and policies that have been failed before his own presidency will somehow be turned around. we have seen job growth without a blip, i should say. when you look at the numbers in terms of those that are

employed, swing states. the election and you might say is going to be decided. when we look at the unemployment rates in those states. ohio is 7.3 to 7.4. many have unemployment rates below the national average. >> one reason why the president made his way to ohio and no republican in the modern era won the presidency without winning ohio and we have seen president obama maintain leads in ohio over the past few months. that is glimmer of hope for the president and still this jobs report for the overall jobs picture still looks like sluggish growth. 82,000 or 80,000 jobs are not enough to keep up the with pace of people coming into the job market. it will keep unemployment steady and not really be able to drop that number much lower.

we only have four jobs reports left until the november election. >> will those voters, those undecided swing voters in the swing states, will they pay any notice to this number? it really comes down to what they are feeling in the pocket. according to the numbers, many of those swing states are doing better than the national average. >> it's more existential than empiric empirical. not what the numbers objectively say. if i that are asked a question, are you doing better than you were four years ago. many will say yes because those swing states in particular, the ones to which they are pointing have done better and the republicans have had a difficult time. either we will diss obama and neglect the governors and claim they have done a better job and don't diss me, that is what in the ultimate scheme of things pans out. the obama administration will make the argument that you are doing better and it has been

difficult, but the rate has been increasing and as our guests said, they haven't declined greatly, but it hasn't risen to the degree that it would alarm people. the feeling is yes, we are doing better. >> on this, when we look to the issue of health care, we did see as chuck was mentioning earlier at the top of the program, we saw mitt romney delicately pivot on the issue. how will he have to handle that going forward? will he move off the health care and clearly focus on the issue of jobs and the economy? >> i don't think mitt romney wants to talk about health care. it's one reason why you saw rick santorum back in the primaries saying he would be the worst republican in the country to go against president obama on health care because his message is so muddled on this. to be able to say that it works and mandates work in massachusetts, but they don't work federally, it's a fine line for him to draw.

>> president obama just about to come to the microphones there. president obama expected to make comments and react to the jobs report that came out at 8:30 this morning eastern time. there is reaction that mitt romney coming to the microphones at 10:02 or 10:05 reacting to the numbers earlier and the national press secretary reacting to what mitt romney said, saying that mitt romney's plan would not create one job and not reduce the deficit one cent. it could lead the united states

into another recession. the national press secretary for the obama campaign. he also went on to say that reaction to governor romney's statement saying that mitt romney's policies failed before and they would weaken the economy. we will hear more of that shortly and as the crowd is being warmed up, kristen welker has been following the president on his two-day bus trip. his first trip of this campaign. we are waiting for the president to get to the microphones and expected to be there at any moment. many people wanting to get the president's reaction. >> right. we do expect president obama to talk about this jobs report. we expect him to try to put a positive spin on the jobs report which is another disappointing jobs report. last month 69,000 jobs and this month a little bit better.
